The Intel adapter in question might not support supplying management  
or control frames to the host, even in monitor mode, or the ipw2100  
driver might not support that.

You'd need to ask the maintainers of the ipw2100 driver:

	http://ipw2100.sourceforge.net/

for help on that.  Ethereal doesn't include any driver code for any  
adapters; it just relies on what the drivers support.
