Do they charge for the retransmissions?
My educated guess is: They do.

If they use the GGSN CDRs for charging the GGSN has no means to
distinguish between a retrasmitted packet and a good one, so in that
case they would actually charge you twice for a service half as fast.

If instead they use the CSG for billing these might be able to
recognize duplicated packets, still the CSGs I have knowledge about
won't be able to identify a duplicate and bill it as such.

If you have been charged for these, ask the operator for a refund, you
should be entitled as these packets are not part of the service
(actually preety much the opposite). And for the sake of the community
talk to a consumer advocacy group about this issue. Thousands may been
get overcharged for a bad service.
