The maximum message size on -dev and -users was initially set to 2 MB
because that the only viable option for most people to send capture
files and screen shots.

We now have a better option (a bug database with a 10 MB attachment
limit) so I've set the max message size on the lists to 512 KB.  I've
updated http://wiki.ethereal.com/SendingFilesToEthereal accordingly.
