Note also that he said "decode", so he might want to decode traffic that 
was captured with some other network capture software or hardware.  If 
so, Ethereal would need to be able to read the capture file; we can read 
some capture files from other hardware and software (such as some of 
Tektronix's K12xx-series analyzers).
