Perhaps it was justified in blaming WinPcap, then. :-)

You might want to ask about the WinPcap developers about this:

and, if the problem is that WinPcap 3.0 can't handle XP SP2 but WinPcap 
3.1 beta 3 can, suggest that they put this in the WinPcap FAQ.
