I might first try pinging his host, and see if that works and if *those* packets show up.


If they don't show up, try doing a tracert to the host, and see what it reports - it should, I think, report success for the routers in the path that see the packet, and report a failure for the first router that doesn't see it. You'd then have to ask whoever owns the last router that saw the packet why they're not getting forwarded.

If they *do* show up, then perhaps that traffic is being blocked, e.g. by a firewall that the user's site.
