Possibly.  We, and the WinPcap developers, don't have any control over 
the code path below the WinPcap driver (the WinPcap driver itself is 
maintained by the WinPcap developers, but they're at the mercy of 
Microsoft and the wireless card driver writers).  Something in that code 
path might have changed.
