On Windows, 802.11 drivers

	1) do not pass packets other than data packets up through the
	   NDIS mechanism (the mechanism used by WinPcap)

and

	2) pass data packets up as fake Ethernet packets

so, unfortunately, that's what you'll see on Windows.
