It's not looking for anything in the packets.  There's nothing in the
packets that indicates they're DOCSIS packets; the capture was presumably
done on an Ethernet, so the file is marked as an Ethernet capture.

What you need to do is to explicitly tell Ethereal to treat all captures
as DOCSIS captures.  Select "Preferences" from the "Edit" menu, open up
the Protocols list, select "Frame", turn on the "Treat all frames as
DOCSIS frames" option, and click "OK".
