If the driver is buggy, that could be the case; you'd have to ask the
maintainer(s) of the driver(s) for help there.

However, as per my previous message, if you're having this problem with
two cards with *different* drivers, my first assumption would *not* be
"buggy drivers", it'd be "buggy switch" or "misconfigured switch".
