What version of WinPcap are you using?

Are you running on an account with administrative privileges?

If you aren't, try running on such an account; some versions of WinPcap
might require that.

If you are, download WinDump and try running "windump -D".  If it
doesn't show any interfaces, this is a WinPcap issue; report it to the
WinPcap developers:
