All the GUI stuff is done with GTK+ calls; Ethereal takes no action to put stuff on particular monitors. You could try Packetyzer: http://www.packetyzer.com which uses the Ethereal dissection code but has a native Win32 interface (a different interface from Ethereal's, so I consider it a separate application built atop the Ethereal dissection core); it might work better.
