I don't know for certain, but I would not be surprised to find that it
will *not* work with older versions of WinPcap.

We don't have older versions of Ethereal for Windows archived, so, if
the current version doesn't work with WinPcap 2.02, you'll either have
to get rid of 2.02 and install 2.3, or forego using Ethereal.
