It's an assertion failure, and therefore, by definition, a bug.

When did you install 0.9.3?  The original 0.9.3 build for Windows wasn't
actually standard 0.9.3 - it was built from a post-0.9.3 version of the
source, and that version had that bug in it (subsequently fixed).  A
subsequent build was made, which should be based on the standard 0.9.3
source; try downloading the "ethereal-setup-0.9.3-1.exe" installer from
the Ethereal site, and installing that version.
