Yes.

In Win32, the personal preference files moved from a ".ethereal"
directory under the user's home directory to an "Ethereal" directory
under the user's "application data" directory - or, if the "APPDATA" or
"USERPROFILE" environment variables aren't set, to "C:\Ethereal".
