Try downloading WinDump, and see if it can capture on any of your
network interfaces.  If not, this is a WinPcap problem, and you should
ask winpcap@xxxxxxxxxxxxxxxxxxxxxxx about it (let them know what network
interfaces you have, what version of Windows you're running, and what
version of WinPcap - 2.2, or 2.3 beta - you have installed).
