On what type of device are you trying to capture these HDLC packets? 
(As per my previous mail, it can't be an Ethernet device.)

(Please do not reply only to me on this; I cannot take ownership of this
particular problem, given that

	1) I have no WAN devices (as those are what you're going to be
	   capturing on) available to me;

	2) I'm not the owner of the WinPcap library that Ethereal would
	   be using to capture the packets.)
