Just go to the following link, chose the main site under HTTP option in
source code section and double click on ethereal.0.10.6.tar.gz the
download will start in few seconds. 
It worked for me just now.

You should read the COPYING file that comes with the source code, it 
contains the license under which you may use the code.  If you have any 
questions, I'm sure cisco's lawyers are quite familiar with the GNU 
General Public License these days...
