Checked in, with the stuff to set the Ethernet FCS length removed (that
should be set only for WTAP_ENCAP_ETHERNET), and with the stuff to set
the file encapsulation type removed, even for Ethernet packets, and
replaced with code similar to what's done for iptrace (so that if the
file has multiple different types of packets, the encapsulation type is
set to WTAP_ENCAP_PER_PACKET).
