It looks like it's a yacc/bison problem.

Did configure find a compatible yacc/bison compiler compiler?

Which version are you compiling? Official 0.10.3 or latest CVS snapshot?

On which system are you compiling Ethereal?

Could you also specify the output of:
$ libtool --version
$ autoconf --version
$ automake --version
