Just to provide positive confirmation from the author, Guy is correct.
The code in packet-ssl.c makes no use of the OpenSSL libraries and is
not derived from or based upon OpenSSL.

(Of course, it would be nice to one day extend the dissector to use
 OpenSSL for decryption of the stream when the keys are already known).
