It's not up-to-date for NT, either - 2.02 is registered under "Services"
as "Packet Capture Driver v2.02", not "BPF Network Packet Driver v2.02".

It worked fine for me.

What was the *exact* file name you gave?  Perhaps the file name I gave
it didn't cause a problem.
