Fix it to do what?  "configure" scripts support "--with-XXX" for
arbitrary values of XXX; however, it appears that you have to do
additional work to make it actually do something.  What should that flag
be made to do?

I.e., the automatic check for "libpcap" fails under some circumstances? 
What circumstances are those?
