[ethereal-dev] Preliminary code to read NetXRay files checked in

I checked in code to read NetXRay/Sniffer Basic capture files - and
Windows Sniffer Pro files, which appear to be in a variant of the same
format.  It doesn't get the time stamp right - there's presumably
information to get that somewhere in the file - but it does get the
delta times right.

It also doesn't attempt to get the network type; the only capture files
I've seen are Ethernet capture files.
