The Win32 binary of Ethereal 0.8.18 is available for download at:

or more specifically,

http://www.ethereal.com/distribution/win32/ethereal-setup-0.8.18.exe

It contains Ethereal, Tethereal, Editcap, and Text2pcap.
It also contains the requisite GTK+ libraries.

If you want to be able to capture packets, you need WinPcap 2.1
installed, available from:

http://netgroup-serv.polito.it/winpcap/
